The strengthening of sectoral governance and institutional capacity is underpinned by dialogue at each PROMOGED steering body.

Indeed, the establishment of the four PROMOGED coordination bodies is governed by

• Political dialogue in the steering committee;
• Stakeholders' dialogue with the technical committee and its working groups;
• Territorial dialogue in the regional and local technical committees;
• Technical dialogue in the project management unit

PROMOGED is driving legal reforms in the sector, establishing a matrix of roles and responsibilities for the different entities in charge of waste management from an institutional, technical and financial point of view.
