About us

PROMOGED was officially launched on June 24, 2021 at Mbeubeuss, a giant landfill in the commune of Malika, a suburb of Dakar.

The development objective of the project is to strengthen solid waste management governance in Senegal and improve solid waste management services in selected cities.

Our missions

  • To improve the management of solid household waste throughout the chain and to promote integrated management in the beneficiary communes by promoting inter-communality;
  • To valorize waste by taking into account the socio-economic dimension;
  • To propose reform axes aiming at improving the governance of the sector on the institutional, regulatory and financial levels;
  • Create contextualized and sustainable management systems and involve the private sector as much as possible.

Strengthening sectoral governance
and institutional capacity

The Project for the Promotion of Integrated Management and Economy of Solid Waste in Senegal (PROMOGED) is a solid waste management project oriented towards the realization of the latest generation of waste management infrastructures and the reinforcement of the financing and organization mechanisms of the sector in the regions of Dakar, Kolda, Matam, Saint-Louis, Sédhiou and Ziguinchor.

This policy of environmental management and improvement of the living environment is supported by an economic and social policy consisting in strengthening the technical and financial capacities of the local authorities and their citizens, thus ensuring Phase 2 of the National Solid Waste Management Program (PNGD) with funding from the World Bank, the Spanish Agency for International Development Cooperation (AECID), the European Investment Bank (EIB) and the French Development Agency (AFD) for an amount of 206 billion with the contribution of the State of Senegal.

Impacts of the project

Valorize waste while taking into account the socio-economic dimension

  • Environmental: Household and similar waste will be managed in an environmentally sound manner. The project will reduce environmental degradation caused by poor waste management.

 

  • Economic: The project will allow the development of sorting and recovery and will thus contribute to the development of the valorization channels in Senegal, which will be essentially centered on material valorization (recycling), and organic valorization (production of compost).

 

  • Wealth and job creation: PROMOGED will help build an important recycling industry and will create thousands of jobs in the regions covered. It will also be a springboard for the development of a community-based approach to waste management through the creation of community companies responsible for pre-collection and sweeping services.

 

  • Social: The project will benefit 138 communes, with a total population of 6,823,025 people or 758,114 households, and will improve their living environment (43% of the population of Senegal) and provide at least 3,000 decent jobs for women and young people. The project will deploy a major communication, awareness and training component.

 

  • Sector governance: The project will strengthen the framework of the waste management sector (decrees, orders). It will contribute to the creation of municipal technical services dedicated to waste management as well as to a better steering of the sector at the local level (development of planning documents, creation of integrated information and management systems and establishment of local technical committees).
